New York’s low-income Starlink plan: what it is and who qualifies

Under New York's Affordable Broadband Act, Starlink offers eligible New York households a 25 Mbps plan at a fixed low monthly price. You enroll with proof of eligibility through a support ticket, not with a code. The document still names a plan Starlink has since renamed.

Starlink's US legal list includes a "New York Affordable Broadband Act" document, last published Jun 13, 2025. It describes a $15/month plan limited to 25 Mbps download for New York residents who take part in certain public assistance programs.
When did it change?
Document published Jun 13, 2025, per Starlink's legal list. We read it on Oct 6, 2026. It's the only state-law pricing document on Starlink's US legal list.
Who is affected?
New York households where Starlink is available and the household qualifies through school lunch, SNAP, Medicaid, a senior or disability rent increase exemption, or a utility affordability benefit. Nobody outside New York.
What should you do now?
If you might qualify, gather the documents Starlink lists before ordering, then follow its steps: order, then open a support ticket. There's no code to find. Be wary of anyone charging to "apply" for you.
What stays the same?
There's no general US low-income discount code, and no public US promo code. The plan is only for eligible New York residents.

What it is

New York’s Affordable Broadband Act requires internet providers to offer a low-income service with at least 25 Mbps download to qualifying residents. Starlink’s version is described in a US legal document last published on Jun 13, 2025. The plan has the same terms as Starlink’s Residential Lite plan, except that speed is limited to 25 Mbps download and the price is $15 a month.

This post is Background, since the document is more than a year old. We’re publishing it because people searching for a “Starlink low-income discount code” or a “senior discount code” are usually looking for this. It’s the only income-based price we found on Starlink’s US legal list.

Who qualifies

A household qualifies if Starlink is available at the address and it:

  • is eligible for free or reduced-price lunch through the National School Lunch Program, or
  • is eligible for, or receiving, SNAP benefits, or
  • is eligible for, or receiving, Medicaid, or
  • is eligible for, or enrolled in, the senior citizen rent increase exemption, or
  • is eligible for, or enrolled in, the disability rent increase exemption, or
  • receives an affordability benefit from a utility.

The address on your documents must match your service address.

  1. Check availability by entering your address on starlink.com/residential.
  2. Choose the plan the document names (“Residential Lite”) and complete checkout. The document says choosing any other plan makes you ineligible.
  3. Log in and submit one support ticket with the subject “New York Affordable Broadband Act”, attaching proof. The document lists what counts for each program, such as an approval letter, a Medicaid card or a recent utility bill showing the benefit.
  4. Starlink reviews the documents and moves you to the plan if you qualify.

A problem with step 2. Starlink’s help center says Residential Lite has been renamed Residential 200 Mbps in the US (see our post on the renamed plans). The New York document hasn’t been updated since then. If you’re applying, ask Starlink support which plan to pick before you order.

What it means if you were looking for a code

No code is involved. Eligibility is proved with documents after the order, not entered at checkout. Pages selling a “New York Starlink discount code”, or offering to apply for a fee, aren’t part of this process. This post doesn’t include a referral link, and never will. Starlink’s referral terms list, as one eligibility condition, that the referred customer “is not a person experiencing financial hardship”.

What stays the same

Outside New York, Starlink’s US legal list has no income-based plan. There’s still no public US promo code. Our FAQ has the current answers.

What we don’t know yet

  • The document says to select 'Residential Lite' at checkout. Starlink has since renamed that plan Residential 200 Mbps in the US, and the document hasn't been republished since Jun 13, 2025. We don't know which plan New York applicants should pick now (checked 2026-10-06).
  • Starlink doesn't say how long a review takes after the support ticket is filed.
